Erich Hecke a student of David Hilbert was probably the first to have done work on almost periodic Dirichlet series:

Here is his paper: Ueber analytische Funktionen und die Verteihng von Zahlen mod eins.. We only learned about Hecke's work from the preprint J. Breuer and B. Simon, natural boundaries and spectral theory.
